Greetings from PAVE Europe!
As we approach the end of 2025, I want to take a moment to reflect on what has been an incredibly active and inspiring few months from our community. From our very first conference this November to new collaborations, projects, and contributing to major industry events, we continue to see growing momentum around safe, inclusive, and trusted autonomous mobility.
We were delighted to welcome Michael Nikowitz as the new Chairman of our Public Sector Advisory Council and Tobias Brzoskowski (New Mobility Solutions Hamburg) to the PAVE Europe Board. Both bring valuable experience and a strong commitment to advancing the conversation on future mobility. At the same time, we extend our heartfelt gratitude to Karl Obermair, PAVE Europe’s Board Chairman, who is retiring after years of dedicated leadership. His guidance and vision has been instrumental in shaping PAVE Europe into the organisation it is today.
In this Winter Update, we are pleased to share highlights from our recent work, events, and partnerships, along with news from across our member network and project community. PAVE Europe Conference

We were proud to host our first conference in Brussels this November. Industry leaders, policymakers, researchers, innovators, and representatives from communities joined us to explore the future of autonomous mobility in Europe. Across a full day of audience-led dialogue, panels, and community forums, participants confronted Europe’s most pressing challenges: fragmented regulation, scaling beyond pilots, public trust, safety assurance, accessibility, liability, and the need for strong coordination across a complex ecosystem.

In Conversation with Karl Obermair: Reflections from PAVE Europe’s First Chairman
As Karl Obermair (TÜV Rheinland) steps down from his role as Chairman of PAVE Europe, we took a moment to look back at the organisation’s growth, the progress made in fostering constructive dialogue on automated mobility, and the lessons learned along the way. As the association’s first chairman, he reflects on the milestones that shaped PAVE Europe from its inception and shares his thoughts on the road ahead for automated mobility in Europe.
Advancing the Conversation: Public Trust, Logistics, and the Future of Autonomous Mobility
From Munich to Barcelona, Antwerp to Zagreb, PAVE Europe has continued to contribute to key conversations shaping the future of autonomous mobility. Over the last few months, we’ve joined discussions at IAA Mobility, AutoSens, the Port of the Future Autonomous Summit, the CARNET Symposium, ALICE’s Innovation Summit, Smart City Expo World Congress, and more. Our highlights include:
IAA Mobility

IAA Mobility in Munich is Germany’s international automotive and mobility trade fair. PAVE Europe co-hosted a Members Networking Breakfast during the conference alongside P3. Nicola Hare (PAVE Europe) then joined Gabriel Flore (PwC) and Stefan Schorb (University of St. Gallen) at the Smart Mobility Space on “AD-Projects Landscape: PwC Lab for Smart Mobility Insights.”
Members were also present across the event as exhibitors and speakers. This included Mobileye, MOIA, Holon, Simulytic, P3, PwC, ADASTEC Corp, LOXO, DB Regio, Holo, AZT Automotive and Waymo.
AutoSens Europe 2025
We were delighted to take part in AutoSens Europe 2025, a global conference on ADAS and autonomous vehicle perception.

Carmen Frigerio (PAVE Europe) joined a panel discussion on “User Acceptance – the Make-or-Break Factor for ADAS and ADs” with experts from JOYNEXT, Tobii, and SEAT. The discussion explored how public perception, education, and direct experience are necessary to encourage trust in autonomous vehicles.

Smart City Expo World Congress

We were delighted to be part of the Smart City Expo World Congress in December this November. PAVE Europe organised a panel discussion as part of the Diversify-CCAM project. Celine Chen (P3), Ali Danisman (ADASTEC) and Jordi Martin Oriol (ATM) discussed “Inclusive and Equitable Connected and Automated Mobility: Are Cities Ready?”
We then joined a panel discussion “Next Stop: Autonomous Mobility in Public Transport” which highlighted strategies, challenges and lessons from real-world deployments in public transport. This was followed by joining our member PwC once again to discuss the future of autonomous mobility in Europe’s economy.
Exploring Innovation in Automated Logistics

PAVE Europe has been deeply engaged in the evolving ecosystem of automated logistics. This autumn, we contributed to three events that aimed to shape the future of freight automation: Port of the Future Autonomous Summit in Antwerp, the ALICE Innovation Logistics Summit in Brussels, and the MODI Project Event in Hamburg.
Across these gatherings, a clear message emerged: automation is rapidly becoming a cornerstone of Europe’s logistics strategy – from ports and terminals to long-haul corridors and last-mile operations. We look forward to supporting a shared understanding of how automated logistics can deliver safer, more efficient, and more sustainable transport networks next year.
These conversations also aligned closely with our recent paper “The Case for Autonomous Vehicles in Goods Transportation and Logistics.”

We Bring Autonomous Grocery Delivery to Germany
A pioneering step in Germany: [LOXO] is now delivering groceries autonomously on the streets of Bochum. In collaboration with REWE, one of Europe’s largest e-retailers, and Bochum Wirtschaftsentwicklung, our autonomous VW ID.Buzz is navigating real delivery routes. This marks the first real-life deployment of a Level 4 autonomous vehicle for grocery delivery in Germany, setting a new benchmark for urban logistics.
Imagry and Carguru to Launch Autonomous Mobility Public Transit Roboshuttles in Europe
Imagry, a provider of real-time artificial intelligence that drives machines in the physical world, today announced a strategic partnership with Carguru, Latvia’s pioneering car-sharing service. Together, the companies will integrate Imagry’s field-proven AI-based autonomous-driving technology into passenger vehicles to create roboshuttles that will address the growing demand for safe, reliable, and sustainable public transportation solutions in Europe.
Autonomy in Action: Highlights from the Embotech Experience Days
Embotech opened their doors to the Embotech Technology Center in Zurich to selected industry guests this autumn. Over two days, [guests] joined us for focused exchange and live demonstrations. From autonomous container transport with our Autonomous Tractor Solution (ATS) to Automated Vehicle Marshalling (AVM), we demonstrated what autonomy can deliver – today.
Oslo Study Visit: Learnings From Europe’s Most Advanced AV Deployments

This winter, PAVE Europe brought partners and stakeholders to Oslo for a two-day study visit exploring one of Europe’s most advanced autonomous mobility deployments.
The programme combined expert discussions with immersive, real-world demonstrations, offering a rare opportunity to experience AV operations in winder conditions.
Participants heard directly from the teams behind Oslo’s large-scale deployment, gaining insights into lessons learned, operational challenges, and the city’s ambitious next steps. Allianz reports safety gains from automated mobility and urges EU -wide “driving license” for autonomous vehicles
Strategic priorities for safe autonomous mobility: Allianz calls for EU-wide uniform testing standards for the approval of autonomous vehicles, free access to accident – and safety-related in-vehicle data, and a joint European database for critical traffic situations.
Understanding Citizens’ Needs: Common Guidelines for CCAM User Surveys in Europe
As part of its mission to foster inclusive and people-centric deployment of connected and automated mobility (CCAM) systems, the SINFONICA project developed a set of common guidelines for conducting user surveys across Europe.
Scenarios for the deployment of automated vehicles in Europe
The deployment of Automated Vehicles (AVs) is expected to address road transport externalities (e.g., safety, traffic, environmental impact, etc.). Despite the first steps towards road transport automation, the timeline for full automation and its potential economic benefits remains uncertain. The paper presents a methodological framework to build deployment scenarios for automated vehicles (AV) in the EU by 2050.
Advancing European Collaboration Through CCAM Projects

PAVE Europe continues to contribute to key European Commission-funded projects that are advancing connected, cooperative and automated mobility. As part of our role in several of these projects, we hosted two workshops this autumn to support knowledge exchange and stakeholder collaboration across Europe.
In September, we organised a workshop for DIVERSIFY-CCAM in Rhodes, bringing together partners to explore how inclusive design, accessibility, and equitable service planning can strengthen future automated mobility systems. The session focused on practical approaches to ensuring that CCAM solutions meet the needs of diverse communities and user groups.
We then hosted a validation workshop for the CCAM-ERAS project in Brussels in November. The workshop centred on the future of the labour market and the skills required for the transition to automated mobility. Participants explored societal impacts, evolving workforce needs, and validated initial findings from the project’s employment forecast, contributing to a more robust understanding of how CCAM will reshape jobs and competencies in the years ahead.
Through these projects, PAVE Europe remains committed to fostering cooperation and knowledge-sharing across the CCAM ecosystem. Find out more about the projects we are a part of here.
